                                                          ABSTRACT

A generating voltmeter, also known as a field mill, is an instrument that produces a signal proportional to an electric field with the help of a moving or vibrating electrode. It can provide non-contact measurement of a DC voltage. This thesis presents a prototype implementation of a low power generating voltmeter along with the development of software for the analysis and design of generating voltmeters.

For the analysis and design of generating voltmeters, a Boundary Element Method (BEM) package capable of analyzing an arbitrary configuration of conducting electrodes has been developed. It can compute the capacitance matrix representation of the electrodes. The output signal from the vibrating electrodes can be computed.

On the experimental side, a prototype based on a vibrating piezoelectric element has been developed. The circuit developed contains a low distortion sine wave generator and a lock-in amplifier. Measurements show the generating voltmeter so constructed to have excellent linearity and sensitivity.
